Ok, tons of journal entries from user and clubs from multiple sites saying this thing will destroy us all....not quite.
We're not being forced to register or trademark, or let art thieves off the hook. "Orphaned Works" are works that the original writer or maker cannot be contacted or identified. The way some people are describing this thing is totally wrong, if it were that way, there's something in the way for that to happen, the First Amendment.

his bill goes towards artwork that has been orphaned, no name or contact information on the artwork. Then they would have to prove that they searched for the original maker, and if you come out and say that's your work and can prove it, than normal laws still rule. If you submit your artwork to places like Sheezy Art, or Deviant Art, or whatever, you have a "time stamp" on it, it's your work.
First sentence of the damn thing reads, "The Copyright Office seeks to examine the issues raised by “orphan works,” i.e., copyrighted works whose owners are difficult or even impossible to locate."
